Medical Flight Expert Commission (VLEC) assessment for private pilots in Belarus

The first important step in starting a pilot career in Belarus is to get approved by the Medical Flight Expert Commission (VLEC). The VLEC is a comprehensive medical examination designed to assess the physical and mental health of a prospective pilot to ensure that they are capable of operating an aircraft safely. Preparing for the VLEC assessment

Before attending the Medical Flight Expert Commission, you’ll need to collect the necessary documents and fill out a questionnaire.

1. The documents

In order to apply for training and receive a Private Pilot License upon its completion in Belarus, you must provide the following documents:

  • passport / residence permit / refugee certificate
  • military ID (for those liable for military service)
  • 2 photos 3x4 cm
  • document folder
  • extract from medical documents, Form 1 Medical/U-10 from the clinic at the place of registered residence

2. Preliminary medical examinations

You will need to undergo a number of medical examinations or ask for your existing medical records. This includes a chest / thorax X-ray, an official letter from the narcological and psychoneurological clinics at the place of your registered residence about the presence or absence of a medical record, a detailed dentist's report, etc. These medical documents must indicate the date of the examination, they must be signed and certified by the seal of the doctors who issued the documents, as well as the seal of the issuing clinic.

3. Filling out the application form

Next, the candidate must register on the website of the Civil Aviation Medical Service and fill out the VLEC application form.

The VLEC assessment process

1. Registering your documents with VLEC

To register documents, you should make an appointment in advance, and you’ll be assigned a date and time for your visit. This can be done by calling the VLEC secretary by phone, which is listed on the website. Candidates who haven’t made an appointment will have to wait in a live queue, but will only be seen after those who’ve made an appointment in advance. Please note that registering your documents is only possible during the set time: from 8:30 to 11:30. Therefore, we recommend that you make an appointment in advance to avoid long waits.

2. Booking your medical examination

To attend the Medical Flight Expert Commission assessment, you should be well prepared in advance and promptly collect all the documents listed for your aviation category. You’ll also need to fill out the form. You should arrive at the address indicated on the website with a full set of documents and your passport, and the VLEC secretary will register you for the assessment. You’ll have to wait in a live queue, on a “first come - first served” basis, during working hours from 8:30 to 11:00, so it is important to arrive on time and make sure you have all the required documents with you.

3. The VLEC assessment

The VLEC assessment process consists of a series of medical examinations, which are carried out exclusively by the Civil Aviation Medical Service. Candidates also undergo psychological testing.

SkyFly Aviation Club also recommends waiting a week before taking the tests for VLEC, if you have been ill or taking medications recently prior to your test, as recent illness may affect the results.
An agreement to begin theoretical training at the Belarusian State Aviation Academy can only be concluded after providing a copy of the certificate of successful completion of the VLEC assessment.

The health criteria

Three classes of medical certificates have been established for different categories of aviation personnel.
  • The Class One is intended for candidates training for the following licences: commercial pilot, multi-crew pilot, air transport pilot and instrument rating.
  • The Class Two is intended for candidates training for the positions of navigator, flight engineer, flight operator, amateur pilot and pilot observer.
  • The Class Three is for applicants training for an air traffic controller license.
Candidates applying for the PPL license training must successfully complete the Class Two assessment. The criteria for the health condition of such pilots is the absence of any disabilities that may lead to a violation of flight safety, such as chronic diseases, hearing or vision impairment, heart disorders, etc.

After completing the VLEC assessment

Based on the results of the physical and psychological examination, the Medical Flight Expert Commission forms a final report, which includes a forecast of training outcome and subsequent work in aviation professions.

This final report not only evaluates the candidate's suitability for performing professional duties, but also provides recommendations for further education and training in aviation professions. Thus, the assessment plays a key role in determining the candidate's potential, ensuring that his psychophysiological characteristics meet the requirements for working in aviation.
